In order to expand scientific and expert relations and practical cooperation with foreign analytical institutions, a Memorandum of Understanding was signed on October 18, 2019 in Nur-Sultan between the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (KazISS) and the Belarusian Institute of Strategic Research (BISR).
Established by a Presidential Decree in February 2019, the Belarusian Institute for Strategic Research conducts research into strategic issues of home and foreign policy, socio-economic development of Belarus, and prepares forecast and analytical materials for the country's leadership. Also, one of the Institute's tasks is to analyse information security issues, relations in the information area, and their trends.
The Memorandum of Understanding between KazISS and BISR creates a framework for establishing and developing bilateral cooperation in the research sphere, promotes capacity building of researchers and experts, sharing of best practices, implementation of joint analytical projects, holding of conferences, round table talks, regular expert meetings and sessions.
From the Belarusian side, the event was attended by Vitaly Stakhovsky, Acting Deputy Director and Head of the Foreign Policy and International Security Department of the BISR; Sergey Malinovsky, Head of the Main Information and Analytical Department of the Ministry of Foreign Affairs of the Republic of Belarus; Vitaly Semashko, Senior Advisor to the Main Information and Analytical Department of the Ministry of Foreign Affairs of the Republic of Belarus; and Igor Sholodonov, Counsellor and Minister of the Embassy of the Republic of Belarus in the Republic of Kazakhstan.
KazISS was represented by its Zarema Shaukenova, Director; Yuri Cherkasov, Deputy Director; Kazbek Isayev, Secretary for Research Matters; Bolat Tokabayev, Senior Expert; and Temirlan Eskendir, Researcher of the International Research Department.
