April 27, Moscow /Eduard Pivavar — BELTA/. Director of the Belarusian Institute for Strategic Research (BISR) Alieh Makarau on April 27 at the international scientific and practical conference “Outlines of a New Collective Security Architecture: Current Issues of the CSTO Information and Analytical Partnership” revealed how the initiative of President of Belarus Aleksandr Lukashenko to strengthen the analytical component in the CSTO is being implemented, BELTA news agency correspondent reports.
“The President of Belarus, during Belarus’ chairmanship of the CSTO in 2022, made a proposal to increase the role of interaction between analytical units. Since that time, a lot of work has been done,” Alieh Makarau stated.
According to him, the analytical structures of the CSTO countries managed to establish very serious horizontal ties. At the same time, he noted, synergy in the form that was wanted has not yet been achieved. “According to our observations, not a single international organisation today knows how to effectively use national analytics systems in the interests of an international organisation. I would probably like to cite the experience of the Shanghai Cooperation Organisation as the most advanced experience,” the director of the BISR said.
“What do we have today? First, we all have our own developed analytical schools. For some they are formalised, for others they are not. I am talking now about the CSTO member states. As for the format of interaction today, I would like to say once again that we do not see such a global format that could be taken as a basis now, but we have systemic, horizontal contacts,” he continued.
According to Alieh Makarau, several steps need to be taken to strengthen the analytical component of the CSTO. “This is a step related to information management. We need a unification of information flows. We need a common identification of key trends and a common mechanism for communicating the necessary information to decision makers,” he said.
“We need knowledge management; we need to create educational structures in the field of analytics — analytics is slowly becoming an industry. And perhaps, to our regret, it is separated from science, it is separated from the media, it is separated from other structures and becomes more and more mathematics, becomes more and more technology and less humanities knowledge. In this regard, we need schools for training specialists, and it is desirable that these schools be international,” the director of the BISR named the second component.
“And, of course, support and coordination are needed in order to provide analytical support to government agencies in the planning process and in decision-making. Thus, we see a balance between scientific and analytical activities and an active public position as the formula for success in this area. That is, we are saying that analytics should not only be closed but open as well. We need a balance between communicating results to the public and closed analytics, which are given directly to decision makers,” Alieh Makarau outlined the third component.
