She analyzed the changes in the security situation since the previous conference was held in the Belarusian capital.
"The security theme has not changed since the last international meeting in Minsk last year, but its quality has changed," the expert stressed. "Many areas have become acute and even explosive. And it's not just about the military sphere. Although it is necessary to talk about her first of all."
"As the President of Belarus stressed, we have reached the level of global militarization. The uncontrolled movement of weapons and equipment brings us back to the era of the arms race. The budgets of countries, for example, our neighbors, are running out of money again," Olga Lazorkina drew attention.
"However, the consequences of this irresponsibility will directly affect daily life in many countries," she said. "Let's look at the United States: the availability of weapons results in school shootings. And the boomerang will inevitably return to the European area. It's a matter of time."
The BISR analyst also stressed that economic security over the past year has begun to combine two multidirectional movements.
"The West remains under the sanctions, undermining many established areas - mainly, logistics and the international division of labor," - Olga Lazorkina continued. "The results are the growing threat of hunger and a marked decline in the standard of living around the world."
"But this is only one part of the global economy. The development processes keep on going. Moreover, its forms have become complex and multivariant. As a result, the number of development supporters can already be compared to a wave. This means that over the past year there has been a global threats reassessment and the issue of the future image has become more urgent," the expert stressed.
"However, its implementation is directly related to the quality of realisation of the international law norms. Unfortunately, degradation is a defining feature of the state of international law," the BISR analyst said.
"The announcement of UN Secretary-General Antonio Guterres as persona non grata is the starting point of a new reality," Olga Lazorkina believes. "Its principles are clearly visible today: permissiveness, unilateralism, hegemony."
"Destructive tendencies in this area have moved into the volatile stage," she noted.
The expert also noted: "The real war is unfolding in the information field. The international communication has been almost completely destroyed by the West. Furthermore, in the sphere created by the West itself. Dialogue and partnership have acquired an ugly form of insisting on choosing the "right side".
"The information space is becoming black and white," Olga Lazorkina said. "There are dictate, insults, neocolonial vocabulary on the agenda of leading, once-respected news publications."
In her opinion, against this background, Belarus had not only made it to the II Minsk International Conference on Eurasian Security, but also gained positive experience.
The BISR analyst marked: " In the security sphere, the Concept of Security of the Union State has been established. The participants of the international conference held by the Belarusian Institute of Strategic Research noted that the document sets out clear and predictable approaches in the security sphere of Belarus and Russia. Representatives of the State Secretariat of the Security Council of the Republic of Belarus, the Security Council of the Russian Federation, the Ministry of Foreign Affairs of the Republic of Belarus, the Standing Committee of the Union State, the Embassy of the Russian Federation in the Republic of Belarus, Belarusian and Russian scientists, analysts and experts stressed that the commitment to provide security for development rather than confrontation is a priority of the Union State."
Olga Lazorkina also noted the importance of developing cooperation with the People's Republic of China. "The economic projects of the Republic of Belarus with the Russian Federation and the People's Republic of China form a model of economic cooperation of the future," she believes.
The analyst of the Belarusian Institute of Strategic Research continued: "The conceptual principles of security on the Eurasian continent will be reflected in the Belarusian proposal - the Eurasian Charter of Diversity and Multipolarity in the 21st Century. As the first day of the conference showed, Minsk is a conjugation hub in the Regional Security System."
"And this is putting in the role, but acknowledging the potential of the Republic of Belarus," the expert concluded.
