The course on the local development, which is one of the fundamental directions of the country’s Social and Economic Development Program for 2026-2030, approved at the second meeting of the VII All-Belarusian People’s Assembly, certainly meets + the priority needs of the population of the Mogilev region.
The main need of the population in the field of employment, according to a BISR survey conducted in March, is the expansion of existing production facilities and the construction of new enterprises. Respondents also noted that the provision of housing and preferential loans for specialists is the main support measure expected from the state for the development of their local area. Preferential lending to small and medium-sized businesses, financing of improvement projects taking into account the opinions of residents, development of transport infrastructure are also, according to the population, important markers of regional development.
The Head of State has more than once highlighted the importance of the balanced development of the country’s territories, taking into account their specifics, the need to recreate the Mobile Mechanical Departments, “Agricultural Equipment” company and other enterprises, such as feed-milling, which are in demand in many regions.
All this is needed for the regions. This all needs to be restored. We have already restored half of these facilities, but in these two or three years we must restore the rest. That is, everyone has enough work. It is necessary that people not only have a workplace, but that you are the owners, and the owner always has a shovel, a rake, a scythe and an ax,
- these were the tasks that the President of the Republic of Belarus Alexander Lukashenko spoke about in March 2025 when appointing new leaders of the local government .
In the Mogilev region, work in this direction is underway, and certain results are already visible, including in areas that previously belonged to the territory with a tense situation on the labour market.
For example, in the Krasnapollye district, the analysis of the number of people employed in the economy, showed positive dynamics for the first time in a while. According to monitoring data, in 2026 the Krasnapollye district was no longer included in the list of territories with a tense situation in the labour market.
The real help in resolving the issue of employment of the region’s population was the completion of the investment project “Creation of a unit for the production of valuable fish species in the Krasnapollye district, near the Paluzh river, with a production capacity of 1000 tons.” This is the parent enterprise for two more identical sites in the neighbouring Khotsimsk and Cherikov districts, where by 2028, using a closed cycle principle, it is expected to receive not only up to two thousand tons of premium red fish per year, but also fifteen million of its fertilised eggs. The needs of the domestic market will be completely covered, and the potential for supplies abroad will remain.
Most importantly, this made it possible to create new attractive places for residents of these regions. For example, fifty new jobs have already been created in production in the Krasnapollye district (fish breeders, checkpoint inspectors, electricians), and with the launch of a fish processing workshop in the near future, twenty more people will be hired. Twenty jobs were created in Cherikov and Khotsimsk. Most fish breeding specialists are graduates of the Agricultural Academy in Horki, where there is a special department for this. The service staff is made up of local residents.
The construction and rebuilding of facilities in Shklow (a complex of organisations including a feed-milling plant, agricultural services, agricultural chemicals, and a new milk processing facility) is under the special control of the Head of State. The implementation of significant investment projects for the creation of milk processing facilities and the production of sanitary papers meets the needs of residents for the development of their small motherland.
Measures taken at the state level, coupled with measures to improve the quality of life, will increase the competitiveness of the regional economy and ensure the implementation of the priority requests of residents, and therefore create the necessary conditions for the population to live and work in their local communities.
