The renewal of the Government will ensure the irreversibility of the Belarusʹ sovereignty

The formation of central bodies of state power and administration is always an important step in the development of any country. And the current renewal of the Government of Belarus is no exception. The new Government will be able to implement the priorities of the Improvement Year, the five-year quality plan, and develop a new program for socio-economic development. In other words, in the coming years, the country should be polished to an ideal state, as required by the President, thereby ensuring the irreversibility of the sovereignty of the Republic of Belarus and preparing it for a qualitative breakthrough.

Firstly, the approach itself, where proposals for candidates for Government posts were discussed and submitted to the Head of State by a specially created commission is new for our country and unique in terms of personnel policy.  Actually, we can talk about the development of a national political culture of collegial key management decision-making, taking into account possible alternatives. At the same time, some of the staff continues to work, including due to their recent appointment to their posts during the year, which allows for some continuity.

All this creates the conditions for developing consolidated positions and ensuring the unity of government when divided into independent branches. In other words, this is about further improvement of the Belarusian formula of the system of checks and balances. This approach is absolutely consistent with the logic of publicly supported at the republican referendum renewal of constitutional and legal model of the Republic of Belarus, crowned by the All-Belarusian People's Assembly.

Secondly, a clear system of requirements for members of the Government and, accordingly, criteria for assessing the effectiveness of the executive branch’s activities have crystallized. These are:

♦ professionalism, which implies a deep knowledge of the work of not only individual spheres, but also at least the sectoral block of socio-economic development;

♦ a firm state position - sincere devotion to the state, readiness to defend national interests in practice, to devote oneself entirely to serving the country and the people;

♦ human centricity – the ability and desire to work with people, taking into account social demands and expectations in decisions made. As findings of the conducted sociological research show, including the generalization of proposals submitted to the online platform "People's Five-year Plan", citizens are interested in further development of communication mechanisms with the state and see themselves as active participants in the life of the country.

The third aspect. In the modern world, the value of a strong state capable of surpassing itself and breaking out of its own “cocoons” of narrow departmentalism, isolation from people and the land, one that is able, while delving into details, to see on a large scale and be involved in the global agenda, is increasing. The role of professional teams is more important than ever — proactive, grasping, ambitious, who know where we are going and how to achieve what we want. This is the essence of redistributing part of the powers of the Head of State to the Council of Ministers and strengthening the status of deputy Prime Ministers with the formation of a block Government. And that is why working in the region is an obligatory step in the career ladder, without which it is impossible to ascend to senior positions in the country.

Definitely, such Government will be able to implement the priorities of the Improvement Year, the five-year quality plan, and develop a new program for socio-economic development.

In other words, it will be capable of polishing the country to an ideal state in the coming years, as required by our President, thereby ensuring the irreversibility of the sovereignty of the Republic of Belarus and preparing it for a qualitative breakthrough.
