Looking at outcomes of the 19th CPC Central Committeeʹs 6th plenary session

The commentary was produced following the outcomes of attending a thematic briefing organized by the International Department of the CPC Central Committee for the diplomatic community and the foreign public.

Emphasizing the historical nature of the plenum, it is necessary to identify a number of features.

  1. The plenary session was held in the year of the CPC's 100th anniversary. The expert and analytical community of Belarus was following attentively and with interest the whole series of events related to this anniversary. Some of them were held in Belarus or with the participation of Belarusian representatives. 100 years is a landmark historical period. The CPC celebrated its first its hundredth anniversary with outstanding achievements. Under difficult conditions it was able to satisfy the basic social needs of society: elimination of poverty and illiteracy, providing the population with housing, job creation, ensuring general food security. On the whole, the country has completed the construction of a middle-income society.
  2.  The 6th plenary session also summarized the preliminary outcomes of another important period in the CPC and the Chinese state history – the first decade of a new era of developing the party and the state, building socialism with Chinese characteristics.

It was in this historical period that comprehensive strategic partnership was established between China and the Republic of Belarus (16.07.2013) which later were brought to the top, qualitatively new level – trusting comprehensive strategic partnership and mutually beneficial cooperation (29.09.2016). Despite the pandemic restrictions, bilateral relations continue to grow steadily.

  1. The plenum decisions are dedicated to history, generalization of the CPC's historical experience, but in their nature they address the future, a new generation. The plenary session opened preparations for the main event in China in 2022 - the 20th Congress of the CPC.

It is obvious that in any society the understanding of the historical past is directly bound to ideological and party building issues, i.e. the bases of its political system. In this regard, the comprehensive generalization of achievements and historical experience made at the plenum will determine the resilient development of the Chinese state for years to come.

It is noteworthy that 100 years of historical experience will underpin the New March into a new era annunciated at the plenary session. The idea of this concept is associated with the legendary Long March of the Chinese Communist Army in 1934-1936. The New March addresses the mobilization of all forces to achieve the main goal of the century – building a strong modernized power. To achieve it, the CPC aims to form an ideological unity, the unity of will and actions of all party members. There is no doubt that this will be achieved. This is evidenced by the rich historical experience of the entire Chinese nation.

Memory and own experience of working in China enable to fully agree with one of the main plenum conclusions that Chinese people have reached their ultimate goal – the country has steadily rose to its feet to improve the lives of almost one and a half billion people. Before our eyes, China is rapidly becoming an even stronger state.

It should be noted that over its historical experience, China does not impose, but offers partner countries to use the results of its development, while respecting their choice of their own path. This is also the basis for joint introduction of the Belt and Road concept, inside which China, together with Belarus, implements such large-scale projects as, for example, the Great Stone Industrial Park.

In general, the broad CPC support in China and beyond indicates that the Chinese way of development attracts the attention of an increasing number of countries around the globe.
