New quality productive forces through the prism of the all-weather comprehensive strategic partnership between Belarus and China

New quality productive forces (hereinafter referred to as NQPF) harmoniously complement the strategy of global sustainable development. They contribute to balanced economic growth by increasing the efficiency of production facilities through their technological modernization, social stability and environmental safety. An important aspect is the digitalization of economies, which makes it possible to reduce costs and improve product quality.

Amid increasing international conflicts, NQPF play a key role in ensuring the long-term competitiveness of new global regions (for example, Greater Eurasia), as well as developing countries.

The NQPF development is necessary not only to stimulate global economic growth, but also to build a better future for all humanity without harming new generations. 

Thus, the analysis of NQPF and their impact on sustainable global development allows for a better understanding of current trends and prospects of the global economy and international relations. The implementation and development of these forces requires an integrated approach that includes economic, social and environmental aspects, as well as international cooperation and partnership.

It is encouraging that NQPF are becoming not only the driver of China's national development, but also a factor of international cooperation and global integration. As scientific and technological innovations develop, China shares its advanced technologies in various fields with other countries of the world.

Despite the difficult geopolitical conditions and international turbulence, bilateral relations between Belarus and China are developing in an upward direction, despite the sensitive moment – sanctions.

The establishment of an all-weather comprehensive strategic partnership with China in 2022 creates favorable conditions for Belarus to actively participate in initiatives put forward by China, including the Global Development Initiative and the NQPF.

As part of a Comprehensive Strategy for Joint Industrial Development and a Plan to combine the industrial policies of the two countries, Belarus and China are implementing 117 projects in mechanical engineering, woodworking, chemical production, and information technology. industrial and technological cooperation, science, education, transport, digitalization, green economy and regional cooperation. It is this plan that we see as a policy document that fills the new status of our bilateral relations with concrete practical content.

The main goal is to develop industrial cooperation, including through joint ventures in Belarus and China, attracting high–tech competencies for the implementation of investment projects and establishing direct interaction between Belarusian and Chinese enterprises.

In total, since 2008, 27 industrial projects worth more than USD 5 billion have been implemented with China. Together, they gave Belarus a quarter of GDP, and every year they give us 2-2.5% of GDP. This clearly characterizes our relations with China.

The modernization process and China's high achievements in the field of technology and technology are of great interest to Belarusian companies. In turn, Belarusian products are also known in many countries, they are reliable, have high characteristics, which allows them to successfully compete with global brands.

Combining the industrial potential of Belarus with Chinese technologies is the basis of our stable economic development. Technology transfer is a promising area of such interaction. Moreover, following the visit of Premier of the State Council of the People's Republic of China Li Qiang to Belarus, the Year of Cooperation in the field of science, technology and innovation was launched. The President of Belarus expressed interest in “... the great arrival of Chinese technologies in Belarus.” 

The necessary basis has already been formed for this. More than 560 agreements on cooperation in the field of education have been signed, 
10 joint educational and research centers have been established. 

In early November, the Belarusian-Chinese Center for Cooperation in the field of Geological Sciences opened in Minsk on the basis of the Scientific and Production Center of the National Academy of Sciences of Belarus. It will allow the exchange of knowledge in the interests of exploration and mining, environmental protection and the rational use of natural resources.

The Coordination Center of the Chinese Technology Transfer Center of the SCO member states established in Minsk will provide international services in the field of innovation, science and technology, business, economics, trade and investment.

Among other structures, it is worth noting the Chinese-Belarusian Center for Commercialization of Innovations and the Belarusian Center for Scientific and Technical Cooperation with China, which unites and communicates with Chinese provinces, operating on the basis of BNTU. 

By the way, six regions of Belarus and the city of Minsk have established twinning relations with more than 40 provinces and cities of China.

At an August meeting with Premier of the State Council of the People's Republic of China Li Qiang, the President of Belarus invited the heads of Chinese provinces to our country. We have gained good experience in cooperation with the regions of Russia, and we are ready to implement similar work with the Chinese regions with access to the creation of zones of in-depth economic development. Through this track, we will try to strengthen our interaction in a serious way.

In unison with the interstate agenda, the architecture of interaction with China's leading expert and analytical centers is being systematically built. 

In particular, the Belarusian Institute of Strategic Research, established by the President of the Republic of Belarus, is actively developing contacts with the International Liaison Department of the Central Committee of the Communist Party of China, the Chinese Center for Modern World Studies subordinate to it. Last year, BISR also became a member of the Association of Silk Road Analytical Centers under the auspices of the International Liaison Department of the CPC. A few days ago, in Nanjing, China, the director of our Institute took part in the creation of the Global South Think-Tanks Alliance.

Contacts have been established with the Chinese Council for Cooperation of BRICS Analytical Centers. Cooperation with the Chinese Academy of Modern International Relations, the Chinese Academy of International Affairs and the Chinese Academy of Social Sciences is proceeding dynamically.

In general, stable productive partnerships are maintained with 11 Chinese research organizations that specialize in Belarus.

The dynamic interaction of BISR with leading Chinese analytical centers contributes to the practical fulfillment of the relations of the all-weather and comprehensive strategic partnership between the Republic of Belarus and the People's Republic of China, as well as the dynamic development of the NQPF.
