Enquiries
ОEnquiries should be made in Belarusian or Russian. You may send a written enquiry or make a verbal or online enquiry. Written enquiries should be delivered by courier, by mail, at a personal meeting, by making comments and (or) suggestions in the comments and suggestions book. Verbal requests should be voiced at a personal meeting.
Written requests from citizens, including individual entrepreneurs (hereinafter referred to as citizens), must contain:
- name of the organization or position of the person to whom the request was sent;
- surname, proper name, patronymic (if any) or initials of the citizen;
- address (place of business);
- statement;
- personal signature;
A written request from a legal entity must contain the following information:
- name of the organization or position of the person to whom the request was sent;
- full name of the legal entity and its location;
- statement;
- surname, name, patronymic (if any) of the person duly authorized to sign the enquiry;
- personal signature of the head of the legal entity or person duly authorized to sign the enquiry certified by the seal of the legal entity.
The enquiry text must be readable. Enquiries must not contain obscene or offensive words or expressions.
All written requests submitted by representatives of individuals or legal entities must be accompanied by copies of the documents confirming their authority.
Enquiries must contain information on the results of their previous consideration and be accompanied by documents confirming this information (if any).
Written request will be left without proper consideration to the merits in the following cases:
- the written request is made in languages other than Belarusian or Russian;
- it does not contain surname, name, patronymic (if any) or initials, postal code and address of residence (place of stay);
- it does not contain full name and address (place of business) of legal entity, surname, name, patronymic (if any) or initials of the head of legal entity or a person duly authorized to sign the written request;
- it does not contain the signature of the citizen, the head of legal entity or a person duly authorized to sign the written request; the signature is not certified by the seal of the legal entity;
- it is not readable;
- it contains abusive or insulting words and terms;
- documents confirming the authority of the representatives are missing (when submitted by the representatives of the applicant);
- a different procedure for filing and considering such enquiries is established by legislative acts;
- contain questions that are not within the competence of the organisation;
- the deadline for filing a complaint was missed for no good reason;
- is a repeated request on the same or similar issue which contains no new facts;
- correspondence with the applicant on the matters specified in the enquiry has been discontinued.
Verbal enquiries will be left without proper consideration to the merits in the following cases:
- documents proving the identity of the applicants and their representatives, as well as documents confirming the authority of the applicants' representatives, were not presented;
- requests contain issues that are not within the competence of the organisation;
- the applicant has already been given a comprehensive response to their enquiry at a personal meeting or the correspondence with this applicant on such issues has been discontinued;
- the applicant uses obscene or offensive words or expressions at a personal meeting.
The applicant has the right to withdraw their enquiry before consideration to the merits.
Enquiries will be reviewed within 15 days from the date of registration; If enquiries require additional study and verification, they will be reviewed within within 1 month.
Responses to enquires or decisions to leave enquiries without proper consideration to the merits can be appealed by the applicant at a superior organisation.
