On 20 November 2025, BISR hosted a research conference «Belarus in the Global World: Current Trends»

The purpose of the event was to exchange views and to examine international experience in the rating-based assessment of administrative and regional units through the lens of quality of life and public policy, as well as to explore opportunities for adapting, within the conditions of Belarus, methodologies for assessing citizens’ satisfaction.

BISR analyst, Doctor of Political Science Svetlana Aleinikova presented the Institute’s academic achievements in her report titled “Methodology of Strategic Analysis and Forecasting: The Experience of BISR.”

Continuing the tone set by the opening presentations, partners from the Agency for Strategic Initiatives (Russian Federation) took the floor. Igor Karachin, ASI First Deputy Director-General for New Projects Promotion, outlined the Agency’s experience in using ratings as a tool for monitoring government efforts, while Vladimir Mironov, Deputy Director of the Centre for National Ratings, provided a detailed characterisation of the National Quality of Life Rating calculated by the Agency.

Representatives of the Russian Academy of Sciences — Doctor of Sociological Sciences Larisa Nikovskaya and Doctor of Sociological Sciences Vladimir Yakimets — delivered reports entitled “Public Policy as a Technology for Improving the Quality of Public Administration and Community Engagement” and “The Index-Based Approach to Assessing the State of Public Policy: Methodology, Examples, Prospects.”

The presentations by Belarusian experts on rating assessments of quality of life and their impact on public administration provoked vigorous debate.

On the sidelines of the conference, discussions were also held on contemporary global, regional and domestic trends affecting the Republic of Belarus, with the elaboration of solutions aimed at overcoming their negative impact, including by drawing on international experience.
