BISR Director Oleg Makarov, as the national representative of the Republic of Belarus, participated in informal UN consultations on the draft final report of the Open-Ended Working Group on Developments in the field of information and telecommunications in the context of international security, which took place on September 29-October 1 in the format of video conferences.
During the general discussion, the national position of the Republic of Belarus on the application of international law to the ICT sphere was once again brought to light. The attention of participants was focused on the expediency of taking into account two additional principles: completeness of legal regulation and legal demilitarisation.
Our country's commitment to the concept of "information neutrality" which was previously voiced at the UN venues was noted. Support was expressed for the Chinese Global Data Security Initiative and the Russian Comprehensive Program of Measures to Restore Russian-American Cooperation in International Information Security.
