On December 10, 2021, Nur-Sultan hosted the International Scientific and Practical Conference "Leadership. Stability. Progress", dedicated to the 30th anniversary of Independence of the Republic of Kazakhstan, as well as the potential and prospects for further development of the country.
The conference was organized by the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, the Library of the First President of the Republic of Kazakhstan — Elbasy, and the Nursultan Nazarbayev Foundation.
The plenary session "Frontiers and Milestones of Independence" and three online panel sessions were attended by 500 government, political and public figures, parliamentarians, representatives of international organizations, scientists and experts from 12 countries of the world.
The conference held an exchange of views on relevant issues of socio-political transformations and socio-economic development of Kazakhstan, including in regional and global scales.
The thematic online sessions "History Lessons" and "Society and Values" considered the historical, cultural and civilizational aspects of the development of the Kazakhstan state, as well as achievements and prospects of modern Kazakhstan.
Scientists and experts noted that Kazakhstan's experience of combining traditions and modernization, building a hierarchy of traditional values and modern trends acts as an effective way to counter challenges of the modern world.
In the same context, attention was drawn to the multinational nature of Kazakhstan, rich practice in the field of organizing inter-confessional and inter-ethnic dialogue, and, in general, the great importance of the Republic of Kazakhstan for the development of Central Asia as the "youngest" region of the modern world.
The forum delegates also focused on the conceptual and theoretical fundamentals and achievements of modernization of Kazakhstan during the independence period, considered the implementation of the main stages of systemic reforms, taking into account the government's response to the demands of society, the achievements of the country over three decades of independent development.
As part of the discussion of ways to improve the national model of public administration, the session also considered various aspects of state-building, creation of legal infrastructure, the role of civil initiatives in the country's development, a new culture of digital interaction between the state and society in Kazakhstan. Improving the public services system should be based on the principle of human-centered public administration, which was embodied in the framework of the "hearing state" concept.
BISR Director Oleg Makarov took part in the online session "Priorities for further development", where he made a report on the key trends in the development of the Eurasian states in the context of socio-economic and geopolitical risks.
He noted that the current global economic and political turbulence, the largest in modern history, demonstrates a tendency to develop the crisis of confidence to the ideas and concepts of world development. In the conditions of the "new normality", the coronavirus pandemic will accelerate the fragmentation of the world order. In this regard, forecasting of global trends and modeling of socio-economic development, the ability to see and project the future, is of particular relevance.
The similar nature of the economic and socio-political development of Belarus and Kazakhstan dictates the relevance of studying Kazakhstan's experience in implementing transformations, systemic transformation of the country's state institutions. "It is important to improve public administration in the context of modern challenges, the positive role of expert diplomacy for the development of international relations," the BISR Director stressed.
In conclusion, Oleg Makarov expressed his conviction that further interaction of the leading "think tanks" of Belarus, Kazakhstan and other Eurasian states can become a powerful driver of cooperation, will contribute to the search for adequate answers to the challenges of the time, the active development of relations between the countries of the region.
