Oleg Makarov was born on May, 22, 1974 in Grodno.
- Education

Graduated from the faculty of law of Grodno State University with a degree in jurisprudence.
Doctor of Juridical Science, associate Professor. Defended his dissertation at the Institute of state and law of the Russian Academy of Sciences in «information law». Nostrified in the Higher attestation Commission of the Republic of Belarus.

Previously headed the Information and analytical Department of the State Secretariat of the Security Council of the Republic of Belarus
Member of the scientific expert group under the State Secretariat of the Security Council of the Republic of Belarus; the Interdepartmental Commission on information security under the State Secretariat of the Security Council of the Republic of Belarus; the Expert Advisory Council under the Council of the CSTO parliamentary Assembly; the United Nations Open-ended Working Group on Cyberspace (OEWG), approved by UN General Assembly resolution 73/27. Member of the expert Council of the Higher Attestation Commission of the Republic of Belarus on legal Sciences; Council for the defense of dissertations in Juridical Science to 07.02.01 at the National center for legislation and legal studies of the Republic of Belarus.
